2021 Water Pass Through Fee Update

Dear Valued Quadvest Customer,

As you know, Quadvest and many other water providers have been involved in litigation with various entities as part of the ongoing struggle around water rates in Montgomery County.

We have made significant progress in many areas, but, as evidenced by the recent rate increase notice you are receiving, water providers must still pay the Water Pass Through Fee, which is imposed by the San Jacinto River Authority (SJRA) through what we consider to be illegal forced contracts for the privilege of pumping our own water.

As a reminder, Quadvest announced last year that it will no longer pay SJRA these fees. Instead, we will set aside all SJRA fees paid by our customers in a separate account. It is our intention that these fees be refunded to customers when a final verdict that is favorable to Quadvest is reached in our litigation with SJRA.

I remain confident that we will be able to refund these fees to you, our customers, and I am looking forward to that. In the meantime, we are committed to providing you with relevant updates related to this matter.
